Solar Radiation Modification (SRM) is gaining attention at UNEA-7 as member states seek clearer information and inclusive dialogue on its risks, governance needs, and global implications, even in the absence of a formal resolution. Existing international governance is fragmented, leaving major gaps around authority, oversight, equity, and capacity—particularly for climate-vulnerable regions—while scientific bodies consistently emphasize uncertainty, ethical concerns, and the necessity of precaution. Given political constraints and uneven preparedness, UNEA-7 is best positioned to foster expert dialogues, capacity-building, and cross-regional understanding rather than negotiate a formal outcome, helping lay groundwork for future cooperative governance.
